      1997 Leonard C. Staisey Memorial Award for his significant contribution to promoting the rights of people with disabilities, influencing societal attitudes and increasing public awareness of the independent living movement.

 

      On a daily basis, as VP, Technical Assistance Services, for Accessibility Development Associates, Inc., he helps business, government and other entities in their efforts to comply with the Americans with Disabilities Act (ADA).  His duties include detailed audits of buildings to determine compliance and non-compliance, recommendations to correct non-compliance areas and interactions to correct non-compliance areas and interaction with clients.  He also provides disability awareness/etiquette training.

When I see media portraying people with disabilities in ways that are offensive or reporting disability issues based on false assumptions and outright lies, I respond in writing.  It is important that organizations and individuals know that people are paying attention and will not tolerate the sterotyping of people with disabilities.

Cliff Payne

      Payne, personally, is a diligent advocate on disability issues.  He writes intelligently-composed letters challenging such things as NBC correspondent John Stossel’s attack on the ADA and the Post-Gazette’s opinion piece attacking the Individuals with Disabilities Education Act.  Frequently his responses are published, giving them broad public exposure.  Always they demand media accountability in the reporting of disability issues.

 

      Payne notes that advocacy takes many forms - ranging from the direct action of public protests and civil disobedience to his quieter approach of systems change.  But he maintains that all types of advocacy are essential to the advancement of the disability rights movement.
